Earlier this week I delivered my annual report to the Utah House of Representatives and the Utah State Senate. During every year of my Senate service, I have taken the opportunity to visit with the fine men and women of these legislative bodies that make Utah one of the best-managed states in the nation.

Criminal Justice

America’s criminal justice system is in need of reform not because current policies have failed, but in many ways because those policies have succeeded. Prevailing law-enforcement strategies have helped make communities safer around the country, but not without a high cost. Although America has only 5% of the world’s population, it has more than 25% of the world’s prison population. America now incarcerates more people than any other country.

Americans are routinely bombarded with stories about invasive new surveillance technologies capable of encroaching on our online communications without notice. But the only law on the books to protect Americans’ private e-mails from warrantless searches by law-enforcement agents was written in 1986 – well before much of the technology we take for granted today even existed – and it has remained virtually unchanged ever since.
