Article 5 of the North Atlantic Treaty states that “an armed attack against one” member of the treaty “shall be considered an attack against them all.” This principle of collective deterrence is the cornerstone of the North Atlantic Treaty Organization (NATO) and is a major reason why the United States and our allies in Europe have enjoyed over 60 years of peace and prosperity since the end of World War II.

Our relationship with the United Kingdom has been one of the most successful in the history of the world and now more than ever we must respect the will of their people. This relationship can and should be preserved, which is why I plan to introduce legislation both requiring the United States to honor our current agreements with the United Kingdom until new bilateral agreements can be negotiated, and directing the U.S. Trade Representative to begin negotiations on new bilateral agreements as soon as possible."
